The index is built on internet penetration, secure servers, credit card penetration, and a postal reliability score, because a physical good ordered online must be delivered.
All four have to work together.
A country can have high internet use but weak delivery, and e-commerce still cannot scale.
The chain is only as strong as its weakest link
The enablers are sequential and interdependent.
Regional weaknesses differ: Africa needs internet penetration, Latin America struggles with postal reliability and financial accounts, and parts of Asia lag on secure servers.
That is why national e-commerce strategies target different bottlenecks. There is no single fix, because the missing piece varies from country to country.
