Two countries tower over global online retail, and everyone else competes for the tier below.
But the exact size of each market depends heavily on what you count, which is why you will see wildly different dollar figures quoted for the same country.
TL;DR
- China is the world’s largest e-commerce market, and the United States is a clear second, with every major source agreeing on that order.
- U.S. retail e-commerce totaled about $1.23 trillion in 2025, according to the official Census Bureau figure.
- By penetration, China leads at roughly 47% of retail sales online, well ahead of the UK at near 30% and the U.S. at near 16%.
The U.S. figure here is the official Census Bureau number; global rankings draw on private aggregators including eMarketer and Statista.

Note: China’s absolute market size is quoted across a very wide range ($1.3T to $3.4T) depending on definition.
China is expected to account for close to half of all global online shopping, while the U.S., despite its huge market size, has a comparatively modest penetration rate near 16%.
That combination, enormous total sales but lower penetration, is the defining feature of the U.S. market.
Why the dollar figures disagree so much
Absolute market-size estimates vary enormously by source.
For example, China’s e-commerce market is quoted anywhere from about $1.3 trillion to over $3.4 trillion depending on the aggregator.
This is because some include services, cross-border trade, and C2C marketplaces while others do not.
This is the same measurement problem covered in our explainer on how online sales are counted.
The penetration rates are more reliable for comparison than the raw dollar totals, which is why this article leans on them.
The U.S. is second in the world by total value but has one of the lower penetration rates among developed nations, which means it has more room to grow.
The UK is one of the most mature markets, where about 84% of people already shop online.

China sells the most online, and the United States is second. The exact sizes are hard to pin down because different sources count different things, but the order is clear: the UK has more of its shopping online than the U.S. does.
